Over the years, China has consistently held the position as the primary destination for international recruiting by US-based universities, boasting the highest percentage of students. According to data from Open Doors, China has been the top country of origin for international students in the U.S. for more than a decade, making it a key source of revenue for higher education institutions. The overall number of Chinese students studying at American colleges and universities nearly tripled, from 127,628 in 2009-2010 to 372,532 in 2019-2020.

Yet, since the 2019-2020 school year Chinese student enrollment has been decreasing. Higher education professionals say recruiting students from China may continue to be difficult. Not only do Chinese families voice concerns about their children’s safety in the U.S., but they also have more education options from countries with friendlier immigration policies.

International enrollments from another country are steadily increasing – India. Open Doors data from 2023 shows international student enrollment from India grew 35% from the previous year. The increasing number of young individuals in India is a key catalyst for the growing higher education demand. 

India, now the world’s most populous country, has an estimated population exceeding 1.4 billion. With India’s population still on the rise, a significant proportion of individuals are entering the age of higher education, demonstrating a growing interest in studying abroad. Over 40% of India’s population is under 25 years old, and 65% falls below the age of 35.

Although U.S. institutions experienced a 2% increase in new international student enrollment in the Fall of 2023, the changing landscape of international student recruitment in higher education presents a unique set of challenges. Some of the key challenges include:
